Federal consultation with Tribal Nations is a foundational requirement in infrastructure development. However, consultation alone does not ensure alignment.
The distinction between consultation and coordination is critical. Consultation often fulfills regulatory obligations. Coordination, by contrast, creates shared understanding, structured engagement, and aligned decision-making across all stakeholders.
Projects that operate in a coordination model are better positioned to navigate complexity. They reduce uncertainty, improve efficiency, and build long-term trust between Tribal Nations, federal agencies, and project developers.
Moving from consultation to coordination requires intentional design—embedding engagement into project workflows rather than treating it as a parallel process.
