Lou leads Tribal Energy Resource with a focus on aligning Tribal Nations, government agencies, and industry partners in complex energy and infrastructure projects.
His extensive senior leadership experience in the international cooperative leads him the success of working across diverse stakeholders, jurisdictions, and cultures, building expertise in Tribal and Indigenous relations, organizational leadership, and complex project coordination.
Lou also holds a Master’s degree in Community Economic Development, strengthening his background in economic development strategy, partnership development, and sustainable community growth.
His combination of executive leadership, Tribal relations, regulatory experience, and economic development expertise helps TER navigate complex projects and build durable partnerships.

Bobby brings decades of Tribal leadership, government relations, energy development, and infrastructure experience to Tribal Energy Resource, LLC. His work has focused on strengthening relationships among Tribal Nations, federal agencies, energy companies, and infrastructure developers while advancing responsible economic development in Indian Country.
